RESOLUTION 2025-04: Casino Tax Revenue Distribution
WHEREAS, Article 15.06 of the Ohio Constitution establishes that three percent of the tax on gross casino revenue shall be distributed to the Ohio State Racing Commission (“Commission”) to purses, breeding programs, and operations at all existing commercial horse racetracks permitted as of January 1, 2009;
WHEREAS, section 3769.03 grants the Commission general authority to act in the best interest of the state and take discretionary action;
WHEREAS, Section 5753.03 grants the Commission appropriation authority to distribute Casino Tax revenue;
WHEREAS, the Commission has solicited and received public comments on the potential distribution of Casino Tax revenue;
WHEREAS, the Commission has received a distribution of Casino Tax revenue on April 11, 2025, in the amount of Two million five hundred fifty-eight thousand nine hundred fifty dollars and thirty cents ($2,558,950.30);
WHEREAS, the Commission desires to make distributions of Casino Tax revenue of Two million five hundred fifty- eight thousand nine hundred fifty dollars and thirty cents ($2,558,950.30);
NOW, THEREFORE, BE IT RESOLVED by the Commission that Casino Tax revenue received by the Commission be distributed as follows, for the purposes specified:
- Four hundred eighty-six thousand two hundred dollars and fifty-six cents ($486,200.56) to the Ohio Thoroughbred Race Fund to be used to fund purses and/or breeding of thoroughbred horses in Ohio;
- Ninety thousand nine hundred ninety-six dollars and ninety-nine cents ($90,996.99) to Hollywood Gaming at Mahoning Valley Race Course to be used to thoroughbred purse pools;
- Eighty-four thousand nine hundred seven dollars and ninety-seven cents ($84,907.97) to Belterra Park to be used to thoroughbred purse pools;
- Ninety-one thousand three hundred thirty-five dollars and twenty-seven cents ($91,335.27) to JACK Thistledown to be used to thoroughbred purse pools.
- Fifty thousand dollars ($50,000.00) to Belterra Park to be used to quarter horse purse pools.
- Four hundred eighty-six thousand two hundred dollars and fifty-six cents ($486,200.56) to the Ohio Standardbred Development Fund to be used to fund purses and/or breeding of standardbred racehorses in Ohio;
- One hundred twenty-six thousand ninety-seven dollars and fifteen cents ($126,097.15) to Miami Valley Gaming & Racing to be used to standardbred purse pools;
- Three hundred thirty-six thousand five hundred seventy-eight dollars and twenty-nine cents ($336,578.29) to MGM Northfield Park to be used to standardbred purse pools;
- One hundred two thousand eight hundred ninety-nine dollars and fifty-three cents ($102,899.53) to Hollywood Gaming at Dayton Raceway to be used to standardbred purse pools;
- One hundred forty-nine thousand two hundred ninety-four dollars and seventy-seven cents ($149,294.77) to Eldorado Scioto Downs to be used to standardbred purse pools.
- One hundred forty-nine thousand two hundred seventy-two dollars and ten cents ($149,272.10) to Miami Valley Gaming & Racing to be used to commercial operations;
- One hundred forty-nine thousand two hundred seventy-two dollars and ten cents ($149,272.10) to Eldorado Scioto Downs to be used to commercial operations;
- Two hundred fifty-five thousand eight hundred ninety-five dollars and three cents ($255,895.03) to the operating fund of the Ohio State Racing Commission to be used to provide compensation to the istrative staff that the Ohio Standardbred Development Fund, Ohio Thoroughbred Race Fund, and/or costs and fees associated with the commercial operations of racing located at Hollywood Gaming at Mahoning Valley Race Course, Belterra Park, JACK Thistledown, Miami Valley Gaming & Racing, MGM Northfield Park, Hollywood Gaming at Dayton Raceway and Eldorado Scioto Downs.
